Vote Proposal
Authorize spending of up to One Million, Eight-Hundred Thousand Dollars ($1,800,000) of Tacoma Yacht Club funds to cover the costs of permitting, design, removal and replacement of the docks, environmental mitigation, taxes and contingencies at the Oro Bay outstation located on Anderson, Island.
Background
The Tacoma Yacht Club (TYC) acquired the land at our Oro Bay outstation in 1984. Over the course of the following years, docks were constructed to eventually facilitate up to 40 vessels. The Oro Bay outstation is one of two club-owned outstations. Over time, the standards of marina and dock construction have changed dramatically. As a condition of our aquatic lease with the Department of Natural Resources (DNR), TYC is required to upgrade the docks. Our current docks have unsealed Styrofoam filled tire floats, full water coverage wood planking and creosote treated pilings. These must be remedied to maintain our aquatic lease.
In 2021, TYC contracted with Marine Floats to obtain the required permits to replace the docks at Oro Bay. TYC paid approximately $17,000 to obtain the required permits; all of which were approved by 2023. As part of the permitting process, Marine Floats completed the initial design of the new docks.
In 2023, TYC began a process of soliciting competitive bids from general contractors for the demolition and construction of the docks. From this general solicitation, TYC obtained three highly competitive bids. Working with TYC staff and a board-approved selection committee, these contractors refined their proposals and conducted numerous site visits. This Spring, the selection committee met with each contractor for a formal presentation of their design proposals. Following these meetings the selection committee agreed to recommend a selected contractor for the work at Oro Bay.
Project Proposal
The Board of Trustees recommends contracting with Marine Floats for the demolition and construction of the docks. The new docks will consist of roughly the same design as the current docks. The estimated completion date for the project is
May, 2025.
Design Highlights
- Additional fourteen feet clearance from the shoreline will provide additional moorage during low tides
- Upgraded electrical system:
- All of the main dock (outside T) pedestals will have 50A 120/240 service
- All electrical will be to current marina electrical code standards for safety (ELCI breakers)
- The main dock breakers will be at the bottom of the ramp landing for easier access
- New distribution panels throughout the system
- Upgraded docks:
- New 10” steel pilings to replace wood/creosote pilings
- All pilings with new dock rollers and piling boxes
- New environmentally friendly sealed tub floats supporting the docks
- 60% open dock surface with Envirocrete and grating throughout
- Easier access to electrical and plumbing systems
- All new safety and mooring hardware
- More lighting and upgraded pedestals
